The Northeast Association of State Transportation Officials (NASTO) Conference is back, and it’s bigger and better than ever. Designed as a series of educational content tailored to help you grow, this gathering of the region's best and brightest puts a focus on enhancing transportation throughout the region.
NASTO 2023 has incorporated exciting changes to the agenda. Whether you enjoy a round of golf or just taking in a ballgame, this conference has something for you. Moreover, conference attendees can expect "can’t miss" keynote speakers covering the latest developments in transportation safety, resilience, and accessibility. Coupled with a live music-filled WELCOME celebration at The Queen, and a CLOSING event that offers competitive games, great food, and a chance to make many new professional relationships, NASTO 2023 will send participants home better informed, better prepared, and better equipped to make a difference in transportation.

The Chase Center on the Riverfront of Wilmington has a proud and unique heritage that attracts guests throughout the Mid-Atlantic and Northeast regions each year. Located along the beautiful Christina River and minutes off interstate I95 & I495. It is just a short two-hour drive from Washington DC and New York City.
The Riverfront takes shape along the Christina River. It provides the opportunity to enjoy multiple dining options, a relaxing walk or run, bike ride or even a riverfront taxi cruise. As well for the entertainment enthusiasts, you will find museums, concerts, IMAX theater, along with the minor league baseball team, the Blue Rocks.

All hail her royal highness, The Queen! Originally built in the 1800s, “The Indian Queen Hotel” was a popular place for traveling sailors to spend the night. From 1916-1959, the hotel was repurposed into a movie theater and brought joy to thousands of locals.
Sadly, it was abandoned and sat dormant for over 50 years. With water pouring through the ceilings, the walls caving in, and the façade crumbling, this majestic theater had become a faded memory of Market Street’s vibrant past. However, as all good leaders do, The Queen found her way back to the throne and reopened her doors to the people on April 1st, 2011.
Today, a full-scale live music venue, she stands as one of the most historic buildings and theaters in Wilmington, Delaware.
Each year, nearly 300,000 fans walk through the gates of iconic Frawley Stadium to cheer on the baseball stars of tomorrow—nearly 300 of whom have made it from Wilmington to the majors. From fireworks after every Friday home game to taking the field with the players or playing catch with family in the outfield, there’s no shortage of ways the Blue Rocks etch their place in the memories of their loyal fans.
Frawley Stadium, the anchor of the revitalized Wilmington riverfront area, was voted best ballpark in Advanced-A baseball by Ballpark Digest and the club is consistently among the league leaders in attendance.

Voted "Best Public Course in Delaware" by Delaware Today, Rock Manor Golf Course, completely redesigned and lengthened, Rock Manor has been lengthened from 5,779 yards to an 18-hole, 6,405-yard championship design by renowned golf-course architect Lester George. Additionally, the course boasts new tee boxes, greens, bunkers and fairways. A state-of-the-art irrigation system makes for top playing conditions all season long.
Golf includes transportation to/from course, breakfast, lunch, drink tickets, access to the driving range, golf cart, fun prizes and awards.
